ALM Licenses does not show up after Installation

After installed the License key ALM displays a message indidicating the license is installed correctly, but the only license key displayed in the site admin license tab is the previous license.
Please follow these steps:

1.  Access the Database backend
2.  Backup the qcsiteadmin_db schema
3.  In this qcsiteadmin_db schema delete the records on the table SITE_LICENSES, using this query: Delete from SITE_LICENSES.
4.  Review the table is empty empty: Select * from SITE_LICENSES
5.  Restart the ALM service.
6.  In the Site admin, install the new license file
