What is Images to PDF?
Images to PDF is a free online tool that combines multiple photos and images — JPG, PNG, WebP, BMP, GIF and HEIC/HEIF — into a single, ordered PDF document. You reorder the images to control the final page order and choose between auto pages sized to each image or fixed A4/Letter pages. Everything is processed entirely in your browser, so your images are never uploaded to any server.

How to Use This Tool
- Drag and drop one or more images (JPG, PNG, WebP, BMP, GIF, HEIC/HEIF) into the upload area
- Reorder images with the up/down arrows — the list order is the final PDF page order
- Pick a page size: Auto sizes each page to the image at your chosen DPI, or Fixed A4/Letter to fit images on standard pages
- Click "Build PDF" and watch the progress bar as each image is embedded
- Preview the first page and download the finished PDF
